First of all, make a sketch in pencil, scan it and place in Illustrator. Choose the sketch.
Click on the arrow placed next to Live Trace. Choose Comic Art.
If the lines seem too light, open Photoshop and apply Minimum to the sketch and reopen it in Illustrator.
This is the darker version.
Apply Live Trace Comic Art again to the light sketch. Then press the Expand button.
Choose Live Paint Bucket.
Below given is the image highlighted using Live Paint Bucket tool.
Drop some colour using the Live Paint Bucket. And your cartoon character is ready!.
